NEPO’s Tail Spend Management Service set to Transform Public Sector Procurement

NEPO is proud to announce the launch of its new Tail Spend Management Services solution, designed to tackle the persistent challenges faced by public sector organisations in managing low-value, high-volume expenditure.
Following extensive engagement with stakeholders and the wider market, NEPO has appointed Nomia as its single supplier for this fully managed procurement service, reinforcing NEPO’s commitment to collaborative, value-driven innovation.
Developed in response to feedback from public sector stakeholders and the wider market, NEPO’s Tail Spend Management Services solution addresses a long-standing challenge: how to effectively manage low value expenditure, commonly defined as ‘Tail Spend’.
This area of procurement is often overlooked, leading to missed commercial opportunities, non-compliance, and administrative inefficiencies. The new solution provides contracting authorities with a streamlined service that simplifies purchasing processes, increases oversight, and drives compliance to reduce maverick spend, all while delivering improved commercial value.
The launch comes at a time when public sector organisations are under increasing pressure to do more with less. By partnering with Nomia, a supplier recognised for its expertise and track record in tail spend management, NEPO is equipping its members with the tools and support needed to unlock efficiencies and achieve better outcomes from their non-strategic, low-value expenditure.
Nick McDonald, Corporate Services and ICT Lead at NEPO, said: “We are delighted to partner with Nomia in the delivery of our new Tail Spend Management Services solution. In a time where reduced resources can have a real impact on public sector procurement teams, this solution will support our members in a challenging area of spend. This will allow greater visibility, control, and value from their non-strategic, low-value expenditure by harnessing procurement expertise, innovation and technology.”
Stephen Petheram, Chief Commercial Officer at Nomia, said: “This partnership represents a significant step forward for public sector procurement. Tail Spend has traditionally been overlooked due to the volume of vendors, its complexity and its low strategic visibility – yet it often accounts for up to 20% of an organisation’s total spend. By managing it through our AI-enabled platform and services, we not only typically deliver 5-15% cost savings, but also improve compliance, unlock innovation, and provide a better experience for both buyers and suppliers.”
The solution has been developed through extensive market engagement, ensuring high standards of transparency, reliability, and commercial confidence, and responds directly to sector-wide demand for better control and visibility in tail spend. By offering a fully managed service, NEPO is supporting procurement and finance teams to work more efficiently and compliantly, delivering real benefits to public sector organisations and the communities they serve.
