The Procurement Partnership Limited (TPPL) has completed a procurement process to establish a 48-month closed Framework, under The Procurement Act 2023 (PA23), on behalf of and in conjunction with Commercial Services Kent Limited (CSKL).

The Framework has been developed to support public sector organisations with procuring the following assets and services; Minibus, Bus, Coach and Passenger Transport Services (PTS), including but not limited to, OEM Minibus, Bus & Coach, 5-26 seat van converted minibus, 5-36 seat coach-built conversions, and bus/coach of 36 seats or more. Additionally, organisations can use the framework to provision Community/Passenger Transport Services: Including driver/operator – SEND transport, PTS, community transport & care homes.

Lot Structure:

Lot 1: Vehicle chassis converted and unconverted 5 seats and above

Lot 2: Van conversions 5 – 26 seat accessible and non-accessible vehicles, for all passenger transportation purposes including SEND, NEPTS, Community Transport, and Care Homes

Lot 3: Coach built 5-36 seat accessible and non-accessible vehicles, for all passenger transportation purposes including SEND, NEPTS, Community Transport, and Care Homes.

Lot 4: 36 seats and above, buses and coaches to include single/double decked, articulated and tri-axle vehicles

Lot 5: Community/Passenger Transport Services

The solution can be accessed via Competitive Selection Process (mini-competition) or Award Without Competition (direct award) to the highest ranked supplier under the relevant lot. Note that if seeking quotes from converter suppliers appointed to the solution, you need to include details of the OEM chassis to be used. Mini-competitions and direct awards must be conducted using the NEPO Portal to comply with procurement legislation. The full list of suppliers appointed to this framework are listed on this webpage, specific details on which suppliers are contracted to the seven lots will be made available to those eligible to use the solution i.e. NEPO Member Authorities and Associate Members.
