REFERENCE - NEPO201
The NEPO201 solution provides NEPO Member Authorities, Associate Members and TPPL Members with a complaint route to market for the provision of Vehicle Parts, Tyres, Lubricants and Workshop Equipment.
This is a ranked, multi-lot, multi-supplier solution which will be split into the following lots:
Lot 1: Vehicle Spare Parts
Supply of Original Equipment Manufacturer (“OEM”) vehicle parts (or equivalent of matching quality standard), batteries, windscreens, and other spares. Parts for all vehicle types, including cars, light & medium commercials, heavy goods, and specialist vehicles (e.g. agricultural/plant machinery).
Lot 2: Tyres, Replacement and Repair
Supply of all tyres required by Contracting Authorities accessing the framework. This includes tyres (and associated fitting services where required) for cars, light commercial vehicles, heavy goods vehicles, and specialist vehicles (e.g. agricultural/plant machinery).
Lot 3: Lubricants and Workshop Consumables
Purchase of a variety of vehicle lubricants (including those suitable for commercial/heavy goods/specialist vehicles), including engine, hydraulic, transmission oils, grease, brake fluid, penetrating oil, AdBlue, absorbent granules and additives. This lot includes workshop and vehicle consumables, e.g. sweeper brushes, EV charging cables.
Lot 4: Workshop Equipment
Supply of garage/workshop tools/equipment (and associated services), including, but not limited to vehicle/column lifts, compressors, cranes, work benches, tool chests, stands, brake testers, steel pits, headlight aligners, emissions analysers, mobile or stationary lubricant pumps/measures/meters/waste handling, load simulators, presses, storage (including of hazardous/CoSHH materials), and ramps.
Lot 5: Managed Solutions
Provision of managed solutions for Members, covering any combination of requirements under lots 1 – 3, including one-stop shop provision of all parts, tyres, and lubricants from a single provider. This may include a managed stores provision at a Member’s facility/depot, with stock held on an imprest and/or consignment basis. Including but not limited to:
- Managed provision of vehicle parts, including for passenger, commercial, specialist, and truck/trailer vehicles. To include use/access of systems to streamline ordering and transaction processing, including ability/facility to update job cards and other relevant records.
- Full ‘turnkey’ tyre management solutions, fleet checks, recutting/regrooving, tracking adjustments, repairs (major/minor), out of hours calls, roadside assistance, and environmental disposals (including of 3rd party supplied tyres).
- Supply, and management of, all car, truck, specialist (e.g. agricultural, HGV) oils, lubricants, and consumables. Includes, AdBlue, anti-freeze, engine oils, gear/transmissions oils, hydraulic fluids, cabling, fasteners, pipes, fuses, batteries, glues, and adhesives. Lubricants and fluids can be supplied on a bulk basis, and managed solutions cover full turnkey options, through to provision of loan tanks.
The framework can be accessed by way of direct award or mini competition based on requirements and preferences. Advice and guidance can be provided by TPPL before and during the tender process.
